Actually, the Google PageRank doesn’t really, and never did, help you to define relevancy. The Google PageRank score always has been focused predominantly on inbound link score, and so it gives no way of you telling if a site is relevant to your site or not.

Hey! i just got confused about my Google seo toolbar when it doesn’t showed me perfect Page Rank!!

I noticed last night that Google had made their page rank updates. We’re (most webmasters) are so focused on establishing that hallmark green bar because for so long it’s been one of the most popular ways of determining a site’s relevancy. But like you said it’s definitely relevant when seeking advertisement opportunities.
